Unlike marketing campaigns, utility templates are expected by the customer because they are directly connected to an existing interaction, purchase, or account activity. Meta classifies these templates as service notifications, which means the content must remain informational, relevant, and free from promotional language.
On the WhatsApp Business API, Meta splits templates into three categories:

The template category isn't just paperwork. It decides three things: how much you pay, whether you need opt-in, and how Meta views the health of your number.

Meta's Rules to Qualify Messages as Utility
Meta uses three criteria to determine whether a template qualifies as a utility template. If your message fails to meet any one of them, it may be reclassified as marketing.
1. The message must be triggered by a customer action or request.
The customer made a purchase, booked an appointment, made a payment, signed up, or submitted a request. Without a clear customer-initiated action, Meta may consider the business to be starting the conversation on its own — which falls under marketing.
2. The message must be specific to the transaction, account, or customer relationship.
The message should refer to a specific order, appointment, invoice, or other customer-related activity. A generic message that could apply to any customer does not qualify as a utility message.
3. The message cannot include promotions, upsells, or invitations.
No coupons, discounts, “check out our other products,” “don’t miss out,” catalog links, or referral requests. Even a single promotional line can cause the entire template to be classified as marketing.
Here’s what this looks like in practice. Both messages below confirm the same order, but only one qualifies as a utility template.

One important point: Meta can reclassify a template automatically, both at approval time and after it's already live. If that happens, you get a notice in WhatsApp Manager and start paying the new category's rate.

7 Practical Rules for Writing Good Utility Messages
Getting approved is the bare minimum. A good utility message also gets read, understood and appreciated. These are the rules we use on our customers' templates.
1. Lead with the event that triggered the message
The first line should say what happened. Order confirmed, payment received, appointment booked. The customer glances at it and knows what it's about.
❌ "Hello, we have an update for you." ✅ "Your order #{{1}} is confirmed."
2. Use variables for the transaction data
Order number, amount, date, product name, time slot. All of it goes in as variables ({{1}}, {{2}}, {{3}}). Beyond personalising the message, variables are proof that the copy is specific to the transaction, which helps with classification.

3. One piece of information per message
Don't mix order confirmation with tracking updates and a feedback survey. Every event deserves its own message. Long texts get ignored on a phone.
4. Write the way your customer talks
Drop the "Dear Customer" and "This is to inform you that". People read WhatsApp like a conversation, not like a bank letter. Use "you", short sentences and direct verbs.

5. Include the next step without selling

6. Buttons only for transaction actions
Buttons lift response rates a lot, but on utility templates they have to lead to an action tied to the event. "Track Order", "Confirm Visit", "View Invoice" are perfect. "View Catalogue" or "Talk to Sales" turn the template into marketing.

7. Sign off with your brand name and a support channel
